it is a helmet with a headset, this is because last year when teams would score a touchdown, the starters would hold the point after. with the radio transmission, the coaches in the press box could/would have the quarterback call a fake play or audible at the line of scrimmage. so this year if a quarterback is holding a field goal/pat they cant be wearing a helmet with a green sticker

That is the helmet that has the communications equipment in it.
The green sticker indicates that it's a quarterback's helmet, which has a mike and receiver inside of it so the quarterback can talk to the coach while still on the field. Only one of these helmets are allowed on the field during the game.
